The international discussion often focuses on Pakistan as a place for harboring and exporting terrorists. What goes missing is any apparent concern for what is happening to civilian life within the country.

In your opinion, is there actually any functional improvement in our security agencies' abilities to (a) thwart, (b) minimize damage from, and/or (c) apprehend the perpetrators of terrorist attacks? In my view, (a) is still dicey but (b) and (c) are getting better. Your thoughts?
